I checked the wiki expecting to see something about Iowa being an old swing state or some deep explanation like that. But it appears to just be tradition since 1972. Who the hell knows...

Originally we were formed as a Union of States managed by a federal government. At that time the phrase "These United States" made sense.

This power struggle between State and Federal power was a big spark in the War Between the States (1861-1865). After that war the Union or Federal government has a larger say and the phrase "The United States" fits.
