Should the radioactive countries on the USApocalypse map start out neutral?

Well, since my last post, the "no" option has nearly caught up. As the two are so close, passive inaction wins! (Andy will be pleased.)

So, what about Ankh-Morpork on the Discworld map?

I disagree. I think it needs change this would make it so interesting especially in no cards games.
