Okay, for starters, I've quoted eagleblade's initial post verbatim, and added spoiler tags to make it a little more organised. Step 2 will be to figure out if round 1 is complete, and to post scores as required. Step 3 will be to start sending out Round 2 games. I'm hoping to get this done fairly quickly.
Edit: Looks like round 2 was mostly complete, although completely undocumented. Group 4 is our first problem. NCachulo won the maximum possible of 9 points, and definitely advances. That is indisputable. However, randy pierce, richman688, and KingDiabl0 all won 2 points, so there should have been some kind of tiebreaker, and there is no record of one. For some reason which the original TO has not explained, randy pierce was allowed to advance without any reasoning provided. (Also, I'm somewhat disturbed that there is no record of why bearshark3 was dropped from the tournament. There may have been a reason, such as missing invites, but it should have been posted.) I'm going to write to all 5 of the players in Group 5 and see if they can explain all these discrepancies.Edit Feb. 20th. I wrote to everyone involved, and nobody could explain to me how the tie was decided. Nobody seemed particularly worried about it, so I have to assume that the tie was settled in some way that was generally acceptable to all, even if nobody bothered recording it. [spoiler=round 3 with results]We are ready to start round 3. The tournament doesn't say how game options were chosen. It seems people chose their setting on their home map, but how were they chosen on the neutral maps?
I've decided on the following system: If both players choose the same spoils on their home map, then the neutral map will also have those spoils, but if they choose different options, then the neutral map will have a third option that is neither of theirs. For instance, if both players choose Escalating, then their neutral map will also be Escalating, but if one chooses Escalating and the other chooses No Spoils, then their neutral map will be Nuclear, and so on.
My only remaining problem is what to do about the Sun/Fog conflicts, since there is no third option there. To decide, I'm going to Game Finder and see what most people on the site prefer:

The final will be eagleblade vs. koul. Eagleblade's settings are NS-U-F and koul's are E-C-F, so by the same methodology as we used for round 3 and round 4, the neutral setting will be N-A-F.
