is there a way his ratings can be withdrawn or deleted?

not from a moderation stand point. Your welcome to try to work it out with him and have him delete it if this would pertain to you but good luck with that

this chat is very crude but does not step over the line in the form of gross abuse in terms of harassment, bigoted or trolling. While I don't condone this sort of chat ron, it technically isn't punishable as of yet. If continued abuse comes from ron in forms like this then action will be taken. This will be Noted, but until that time comes, and here's crossing my fingers that this Note will serve as a lesson to straighten up,
you should Foe & Rate Accordingly.

hey, i am one of those guys that plays by the rules of cc. there is no reason for this sort of chat to ever not be allowed. that is why there are foe buttons.
and king sam, i dont agree with a lot of things people say either. but it doesnt mean i am right...
