Sorry guys, all incorrect. This flick's got a slew of great one-liners, too.
Character 1 *looks up*: <Character 2>, what are you doing?!
Character 2 *looks down*: About seven knots!!

That's The Rock.
"Losers always whine about their best. Winners go home and f*ck the prom queen!"
New quote:
"(singsong) I have no legs. I have no legs. I have no legs. I have no legs."

Though it could also be Can't Hardly Wait, when Charlie Korsmo does a shot of tequila in the middle of a party and suddenly realizes he can't feel his legs anymore. He starts chanting "I have no legs!" but I don't know if it got said four times before they cut to the next scene.

Does he actually sing it in that one? I can't remember.

I'd forgotten that bit in can't hardly wait, which was actually an amusing trifle of a movie (even tho it could have used a jennifer love hewitt topless scene).
But riao is right, it's from Kids. I thought that would take a little longer, but clearly people remember that dude on the subway. Unbelievably classic movie moment.
You're up, riao.

-"You miserable bastard. I ever should have pushed you out."
-"Ma?"
-"I was in labour for days and this is how you repay me? I should have just gotten a robot."
