The color of the territorries never change. So that red outline will always stay in that spot. But say that army miraculously gets into Budapest. The color of that circle will chage to Russia's color, and the supply center there will also be Russia's. But the red outline will stay.

After Fall there is a Winter adjustments phase. If you go into the adjustments phase with less centers than units you must disband units until the number of units equal the number of centers. If you go into winter with more centers than units, you may build units in your unoccupied home supply centers until you run out of home supply centers or the number of units equals the number of centers you control.
