No, since you're already an active player, you cannot also be a reserve at the same time.

Sorry AMP99, thank you for your interest in the tourney, but, as the requirements state:
If you are a non-premium player, you must have completed at least 15 games and have an Attendance of at least 95% turns taken, as stated on your profile page.
You have only completed 1 game.

You should change the title to say "one player needed!" I think people are reading "128/128" and thinking it's filled up.
...or just start without a 4th reserve player.

I made that mistake in last year's Cup (viewtopic.php?f=92&t=124050), I began with just two or three reserves. In the first round alone, I had to replace 4 players, and I had to recruit some reserves because I didn't have enough, which slowed down divisional play.
Well, we now have 4 reserves, 128 active players, and I now only await Tournament Privileges to begin creating games. Once those are secured, hopefully by the end of the day, play shall begin!

The time has come to set off on the exhilarating conquest in search of the World Cup! The 2011 World Cup of Risk is 128 players strong, every division is full, and divisional play has now commenced!
In divisional play, you will battle each of your 3 opponents twice, meaning you'll be granted 6 games.
Important Things to Know
- Please try to always join your games within 3 days after invites are sent. Let me know if you can't make it, I may grant extra time.
- All important tournament messages will appear in this dark blue font.
- While there will be regular messages that will announce the beginning of different stages of the tournament, important messages will also be sent out as private messages.
- Standings updates will mostly be irregular, but expect a full standings update at least every second day.
- You do NOT need to inform me about the outcome of each of your games. I will track games and update standings accordingly.
- I will send out quite a few messages throughout the tournament, so please be patient
- If you ever have any questions, comments, concerns, anything, feel free to contact me!

The Reserves Policy states that if a
player is deemed "inactive" after approximately 72 hours, then a reserve shall replace the player.
So once your opponent's third invite expires, I'll
select a player on the Reserves list that is closest in level of experience of the player that is being replaced. "Experience" shall be based on the players' scores and the number of games completed, particularly the number of games completed on the map on which the reserve would play on.
Normally, I would give a little more than 72 hours, but since your opponent has not been on Conquer Club in 6 days and has not notified me, I most likely will replace him right after the 72 hours. But I need to give him the full amount of time since he just might pop back onto CC by the end of the final 24 hours.

I will try to accompany most standings updates with some sort of Cup statistics, world trivia, or some other interesting details just to spice things up. You can find all of these random details at the top of Page 1 under the Tournament Updates.
With our first update, I have included the Power Rankings, which rank the divisions based on total scores of all 4 players.

I've created Round 2 for all groups that have finished Round 1.
I'm trying to keep the game pace going so that, hopefully, we can get 2 rounds completed per week, setting our target for the next stage to begin in the latter half of August.
Tournament Update:
7/29 (July 29): San Francisco, Vancouver, Greenland, Mexico, Haiti, Jamaica, Ireland, San Marino, Malta, Luxembourg, Egypt: Lower, Japan, Middle East, and Australia divisions have finished Round 1 play. Therefore, Round 2 has been created for those divisions.
Also made a quick standings update for all games that finished play since the last update 7 hours ago.
