When I came up with the "tiebreaker" system, I was trying to reward the player that played well enough to not get eliminated. I didn't stop to think what would happen if a person with no positive or negative points were to "win". I think we had a deadbeat in one of the groups...I can't imagine what would happen if a deadbeat were to "win".
I'll probably include an extra rule when the next round starts about that. I want to reward players for avoiding being assassinated, but I actually want them to accomplish at least something!
