Here is some more for you to think about.
Gameplay suggestions. In the 5 territories that you only have 2 territs for, put a neutral 2 into any of the territs that are there. This will stop bonus drops.
Between Allier and Puy de Dome, you have mountains, remove a couple of them so you do not need to go around them for this bonus.
Graphics suggestions. Your background is nice for the land, but the water is bloody awful. Go over this with a nice light blue with some shading.
Free Savoie, you have those awful red and white crosses. Lose them apart from four like you have in the legend. That looks much nicer than the criss cross effect you have now.
Rivers, make the same shade as the sea, and again use shading of a different colour to give depth.
I personally would like to see Essonne, Yvelines and Val d'Oise on the main map itself. This will give room for a bigger Paris and suburbs inset, and also give you more room for the title.
The one troop for every 4 territs and impassable part of the legend, place this on the water above the regional claims in a box of the same style. You could even put Paris into a box like it.

No problem. You have 5 regions on the map that only have two territories before you get a bonus. When you come to write the xml (code to make the game work), you can give a territory a starting neutral. This way, no matter what game you play, those territories will always start as a neutral and a bonus will not be dropped.

You have 5 continents (N. H.N., A, CO, Free Savoy) that only consist of 2 territories. In 2 and 3 player games, there's over a 10% chance that a player drops one of those bonuses, so you need to code those to be starting neutrals. Additionally, the 3 territory continents (Pic, Lim), there's a greater than 3 chance that one of these bonuses is dropped in 2 and 3 player games, so perhaps you should code one of the regions in those continents to start as neutral. I will take a closer look this evening at the entirety of the gameplay, but can you update the image to reflect which regions will start as neutrals, and how many neutrals?

OK, thanks guys, i understand now...
So let's say that Savoie, Haut-Rhin, Pas de Calais, Corse du Sud and Eure will start with a 3 troops neutral...
That should get more easy to get out from the "W" foreign claim...
Lancelot is working on it, so he will take a couple of days to modify it...

if vendée and belfort have a +1 bonus, then they must start neutral too.
will u consider removing the connection between hérault and corse-su-sud? corse has too many connections, so that, for gameplay, it is no longer an island; it is just like any other bonus.
in the first post, please list the départements that start neutral.

+4 is too much for this corner bonus. +2 total is more suitable. u've tried very hard to keep the correct borders for all of the départements, so it's strange that u are adding a totally imaginary one between hérault and corse-su-sud.
the bonus for île-de-france cannot be held because paris keeps resetting to neutral. i recommend that u change this aspect: on almost any map, the most common type of game is 1v1, when nobody will want to conquer 10 neutrals to reach paris. how odd that no-one wants paris! instead, let paris be a playable region. inside paris, u can perhaps add the elysée palace as a separate neutral-starting region that attacks the foreign claims.

almost each "extra region/bonus" has symbol or is anyway highlighted. it is realy pain to find Belfort when you look at the map first time.
you have France detailed divided with each region. it would looks better to have names for Foreign Claims somewhere. maybe add abrevitations somewhere...

a few considerations
Regional claims
they should be named Bretagne libre, ... libre
you should find a symbol for each bonus
and then place it on each territory being part of a bonus
Foreign claims
as you have only a letter in the legend
maybe you should give the full name on the map
Suburbs riots and victory conditions
what about giving a decay for attrition
-2 for the suburbs and -5 for Paris
so you can keep your victory condition
Corsica
you can also remove the region bonus and just keep the Corse libre bonus
so you can reduce the sea routes

nice progres.
add a little more opacity to coat of arms of Belfort on the map.
the enlarged Paris in the upper left corner does not has the shape as in the map. maybe do it smaller and also add regions around Paris, so it would be clear with which regions bordersing Paris regions.

Oneyed, thanks for your advice... The enlarged Paris was an advice of koontz1973... So we had get the other territories of Ile de France out of the zoom...

Sorry Oneyed, we are in the main foundry now, so we won't continu to change the map cartographically speacking, otherwise, we could change this card indefinitely... We have to move forward now
