Yes make sure you have at least one game slot open.
If you use that fourth slot for a rt 2 player game well then just make sure you have that slot free when the tourny starts

Well... If the torny starts sometime after the 20th I'm in, any earlier I'll be in Mexico.
I'm in Arizona, but I'll try to do better than our baseball team

Is there any way that the states that are full could start their games?
I know it's not usual, but maybe it could help the tournament move along.

Not possible. Optimus and steelhorse wont grant tourny privlages until the entire tourny is full. sorry
