why can moldova attack romania but romania can't attack moldova? are the brown lines not passable

Two bugs...

On the British Isles map, it appears that Land's End isn't paying the region bonus.

And on the Europe map, the map shows that Finland can attack St. Petersburg (and vice versa), but you can't actually do it when you try.

Players actually got the bonus but it didn't get recorded to the log because of the apostrophe. It is now fixed.
