It IS a game, so it doesn't have to be 100% politically accurate. If you've got one super-huge country, and 12 tiny ones, maybe you should group some together and split up that big boy. Also, there are very few people browsing this forum that will criticize deconstructively, so posting what you've got so far never hurts.
I was actually kicking around the idea of doing up a Gulf of mexico map, with the Southeastern USA, the Carribean, that whole area. Perhaps if you can't get enough territories out of the actual country, you could think about that. Also, remember that up until very recently, the states of California, New Mexico, Texas, and probably a few others I forget (Arizona? Nevada?) were actually part of Mexico... You could do a 1700s version.

Here is what I have thus far. There will also be a Florida, and Cuba/Dominican Republic added to create a larger playing surface. Hope you like it.

Mexico, Central America and some parts of South America and even of North America (Florida, for example).
Here is the map I was talking about, of the game "Pirates!!" (genesis version, in this case):

I think you can expand it a bit, so it can include all Mexico and Central America, more some parts of Colombia, Venezuela and USA. I think it can be a good map. The sea routes are even much easier to control than the land routes, in truth. Only a suggestion.
EDIT:
I didnt see thegrimsleeper post, I was writing already. His map is much more helpful than mine, but the idea is the same.

ok...sorry about the hold up people, but I have been EXTREMELY busy lately. Track is in full swing now so personal time is somewhat limited compared to before. I have been doing a little work on it, but not enough to show yet. I will, however, be taking some of the advice by adding to the map part of the caribbian islands. Only the more dominant names will be posted though. Thanks for all of your help thus far and hope that it'll turn out!
