Make it a private game.

all high rated players appear and they are not private

If your partner is online and waiting for you to join it; he should have no problem getting in to be your partner. Another option is to create the game then drop it if someone that isn't your partner joins. That is unless the game fills completely before you can get to drop it.

its even easier if you just go to the end of "Join a Game" lists because it was recently created, so it will the last game on the list.
