No, not really.
For example. One could kill a person every month on the 3rd by bashing in their skulls. Although the reason for killing on the 3rd of each month is(or can be perceived as) mysterious, killing a man a month, and by blunt force trauma, becomes predictable.

well first of all its odd that you would choose such a subject off the top of your head...
and I guess that makes sense but also, from an outsider's point of view, his actions while being mysterious are also unpredictable in comparison to the outsider's normal view of people; thus the outsider doesn't know any other odd things that the killer does once a month

Odd? In what way?
And you have a point. Although, even to an outsider, after a few months, it would become a normality, and therefore, predictable.
