Though it could also be Can't Hardly Wait , when Charlie Korsmo does a shot of tequila in the middle of a party and suddenly realizes he can't feel his legs anymore. He starts chanting "I have no legs!" but I don't know if it got said four times before they cut to the next scene.

I'd forgotten that bit in can't hardly wait, which was actually an amusing trifle of a movie (even tho it could have used a jennifer love hewitt topless scene).
But riao is right, it's from Kids. I thought that would take a little longer, but clearly people remember that dude on the subway. Unbelievably classic movie moment.
