Balancing Creative Freedom and Community Guidelines in Onlin

As someone who’s been observing how online strategy games evolve, I’ve been thinking a lot about the balance between creative player expression and acceptable content policies. Games like Conquer Club thrive on user-driven maps, community events, and discussions — but maintaining a respectful and safe space while still encouraging creativity can be tricky.
I’d love to hear your thoughts on:
How strict should moderation be when players push creative boundaries?
What’s the best way to handle “gray areas” of humor or competitive banter that might offend some but not others?
Should the community have more input in defining what’s considered “acceptable content”?
Personally, I believe clear yet flexible guidelines can empower players to innovate while preserving the integrity of the community.
What’s your take on this? Any examples from your experience where content rules improved (or limited) creativity?

Outside the cheating forum the mods seem pretty lenient here. They put up with things most people wouldn’t.

It's just proving my point. Fed and Karel don't offer anything of value. Jp4 and Pack spend more time arguing with one another. Hit hears voices and posts about it. That's about it.
Yeah, there's the occasional guy that comes in here, makes a jab or witty post, but our regulars just use this platform to spew their stupid drivel.
