He told me to report him in Stegura's report. Looked into it a bit, and he is rude and obnoxious to almost everyone he plays against.

Normally I think it would be a foe and move on scenario with leaving a bad rating, but this has been a chronic issue. Not good for the CC player base.

This is ridiculous.

Making one spurious report on top of another spurious report is just going to lead to the whole lot of you getting infractions. Let it go.
