One of the main points of divisions smaller than 8 (but greater than 4), It gives all clans in the division a more balanced competitive field. Almost every year, the bottom clans in Premier division are outmatched by the majority of their opponents. One could imagine that for many clans, being on the bottom of a division of 8+ clans has not made an enjoyable competition. There have even been instances in the past where clans placed in Premier division have requested to be switched to Second Division because they didn't think it would be enjoyable to face the challenging competition.
Similarly, often clans on the top end of Second division do not find it fulfilling to compete against lower ranked clans.

A system of smaller divisions (ideally with 3+ divisions) can create an environment where all clans are competing on a more level field, yielding more Net enjoyment for the clans involved. It can also create even more movement between divisions (which would presumably be more fun and interesting) than currently where we typically have the same clans moving back and forward between Premier and Second divisions.

I outlined examples here:
Original Concept and Proposal of Smaller Divisions
(Note that not all the ideas here are exactly what we came up with after our extensive discussion)

The CD Team welcomes constructive conversation on this or any other Clan topic.
However it would be most appropriate to do it in a new thread.

My initial question was posted because of the initial discussion. Let's say that 15 clans sign up for next season, does that mean we will go to 3 divisions of 5? Would that also mean that the top 5 of PD will make up next season's PD? That would mean that no one from SD was promoted. Even with 6 clans in the PD next year there is a chance of no promotions. I realize that this is a changeover year, but it would have seemed likely that at least 1 clan from SD would have been promoted, or at least played a matchup guaranteeing this.

We finished 5th and I was thinking we would have been playing a promotion/ relegation battle from that position.

Either 5th would have played 1st from SD to determine 5th or 6th position

or

5th would play 2nd in SD and 6th 1st in SD to see who would be promoted. This scenario would of course mean that we would still be dependent on division sizes.

NOTE *****, I am not lobbying that we get to play a promotion/ relegation matchup. Already proud that Atlantis has again kept our position in the Premiere Division

What we do with 15 can be up for discussion.

When we hit the 21st clan we should start talking 3 divisions of 7.

Until then, seems 2 divisions of 10 or less is good.

Just my $.02
