The actual number could be arbitrary... or it could be based off the median... say you can’t be more than X% below the median IQ.
Unless you think IQ tests are inherently biased. That’s a legit view. If you don’t think that then basing voter eligibility on IQ is reasonable.
I’m also fine with limiting voting to people who actually pay taxes.

You just need to be a citizen, and over 18yo.
There are restrictions for some convicted criminals.
I’m guessing there may be some restrictions for people who are so mentally disabled that they have been “Civilly Committed”... i.e. they have been put under a court order that restricts their rights in some manner. I don;t know this, but presume it is possible.
Your “average idiot” with an IQ of 89. or lower can still vote.
