Basically in a game I am playing another player and I have a truce. Nothing specific was stated.
Does this truce pertain to all newly acquired regions or the regions and bonuses made at the onset of the truce?

Make a truce if you fear a neighbor.....once you no longer fear your neighbor stab him/her/mrswdk in their back.

Look, there's a few basic rules to working out a truce:
1 ) If it's with anyone who demands that you guess their name to undo it, don't.
2 ) Poker rules apply- if they have the name of a state, or the word "doc" in their name. don't bargain. "Doc Arizona" is a con man's name.
3 ) Look a man in the eye, son.
4 ) Make sure that there's an obvious reward- a gift basket, or coupons.
5 ) Be realistic to the map. If your truce is not true to history, the game might go wrong. The mods can step in.
6 ) Keep everyone informed about your truce. Friends, loved ones... pretty much everyone you can think of.
7 ) At the start of the game, declare your truce with all players. They can't attack you that way.
8 ) For all blood oath truces, make sure you don't skimp on the address being signed on the other side. Pay for delivery.
9) If it involves anything called a "Pact", don't do it.

Europe 1914.
I made a truce between France and England "The Channel". He then took Germany. Do we have a truce between France and Germany? No, but we both clearly are fighting other players. For the time being no fighting.

On a a less jokey note, a truce is just a temporary agreement. It's no contract, but it should be viewable to all players unless between members of a team.
If one party to a truce breaks that truce, then it's not pleasant, but it's not against any rule.

Bernie had the most insightful thoughts. Whenever I start a game I try to make a secret truce if every player on the board. Hoping that no one will attack me.
