Why can't they import frozen water from the nearby antarctic?

They could, actually.

I remember in the 70s there was a proposal to capture icebergs and bring them into Los Angeles harbour to use for irrigation in California. Don't know what happened to it -- probably the water crisis wasn't intense enough to light a fire under anybody's ass.

This could be the time, but probably not. Bureaucratic inertia will head off any creative solutions.

The down side maybe there will be more rapes if the potential victims run out of water?

If only we had the money, South Africa might once have been a rich, stable place but now it's a dirt poor country overrun by ants. Only one person rules and the rest of us slave ourselfs to death just to keep em fat.

But I know they have planned to convert sea water into drinkable water, not sure if it'll be enough though.

They don't have a claim to it.

Don't need to touch the Antarctic continent itself. Once a chunk of ice breaks off, it's sea salvage, not territory. Four ocean-going tugs get behind and beside it and steer it into port. Some of the berg melts along the way, of course, but he bulk of it arrives in port, where it can either be cut up into sections, or have a portable floating drydock built around it.

Iceberg water is fresh water and quite clean.

It's a long overdue idea which has been known about for at least 50 years if not more. The only thing preventing it is that water services are run by bureaucrats who are not normally men of vision.
