My question would be, what about Clan or Tournament games?

How can you justify if it s made on purpose or not unless the opponent says so?
In our case llama expressed that he would slow the game as much as possible because we are winning, but otherwise...

I thought it was just another pissing contest between the two trouble makers.

Would you call this Vindictive then?

Problem is......
I see this happen all the time in clan games.
People seem to drag out the remaining games to protect their
rank points and eventual loses.

Just finished a clan quads game were the other clan missed
5-6 turns in the final stages......now that's taking sand bagging to the extreme.
Highly rep clan too =/

Clans have 24 hours to take the turn. That won’t be changing

No, my question is that if you foe someone so that you won't have to put up with them potentially sandbagging some games, will you just have to deal with it when it comes to clan or tournament games?

Yes, clan + tournament ignores foe lists.

Exactly how would "sandbagging" be defined? Please use objective criteria, not feelings or imagined player intentions.
Exactly what penalty would you suggest for violating those criteria?

Section 1. Should any player participating in a game with a turn length of 24 hours both (a) take more than 16 hours to take their turn, and, (b) indicate in either game chat or the forums that they intend to take more time in the game in question than they actually require as part of some scheme, conspiracy, maneuver, device, scam, trick, or connivance designed to artificially slow the speed of the game so as to annoy, exhaust, irritate, incense, provoke, vex, or rankle the other participants thereof, then that player shall be guilty of sandbagging.

Section 2. Sandbagging shall be punishable by DEATH.

Don't you have a probe or a good stock dog? Livestock doesn't dilly dally it's way up the chute at any farms I've helped out at.
