For something such as, Impotant security.. viewtopic.php?f=1&t=223379&view=unread#unread
This may have needed to be at the top of all forums. I recall seeing that for less important messages.
I realize being careful to change a password after sharing it or using a temporary password for a sitter then changing back to "cat" after so the sitter does not do this sort of thing should be a pretty basic concept, but it's not.

Unfortunately you are refering to a "global announcement" which we've experienced issues with in the past, as anyone who has moderator privs for their forums is able to edit the post the way phpbb forum software works. So people looking to cause confusion / trouble can edit and take away from the message trying to be relayed.
That is why it was "headlined" on the left menu under announcements, and also highlighted on the facebook account.

My point was it should have been obvious to protect your account.
You knew an announcement was required. It needed more exposure.
Sure someone can still mess with it in their private forums. But that is a seperate issue.

No, if they mess with it it affects the global announcement not just their private forum.

Ah, that's a bug. I suppose it needs to be dialed back to just the main forums so it can be used again. Sowwy.
