Why are the Brazilian lines so generous? Specifically the A line and Z line (the latter has 4 openings and gives 6 troops.)

I don't have the stamps, but this map has been in beta long enough.

Shouldn't it be ENTSG in Buenos Aires since that is the order of rail lines in clockwise order? Forgive if this has been mentioned ..... Robes
