Why are the Brazilian lines so generous? Specifically the A line and Z line (the latter has 4 openings and gives 6 troops.)

Shouldn't it be ENTSG in Buenos Aires since that is the order of rail lines in clockwise order? Forgive if this has been mentioned ..... Robes
