You may be suffering from a common polling glitch where people who don't know what's really going on just vote for the first option.
Are you suggesting 6 or 7? I've looked at other maps with similar continents, and it seems to me that the best fit would be 6.
An inconveniently large list of suggestions.
1. Add border lines in South America. Does Chile share a border with Brazil?
2. Remove the empty space at the top.
3. Move the legend into the map: if you change the curve of the Maudmark/IOP and the South Africa/TdC you could squeeze it in there. Move the name and UZ rule into the red UZ band. Move the credit to the bottom right. Remove the ports rule - it's obvious. If you decide not to save the space like that, at least remove the embossed border.
4. Maybe make the ports part of the continents it borders (with 2 colors) like "Space".
5. Shift the "pane" to the right, leaving more space to the right of NZ, and less space to the left of Alaska.
6. Africa can be defended with just 3 territories. I recently received an entire continent in a 2 player game (477515), and that made it impossible for the other guy to win. While Africa's 6 territories make that unlikely, it's still possible and would make the game no fun. While I think Africa should have a large bonus for the difficulty of getting it and it's central position, I'd suggest making it a bit harder to keep by linking Madagascar and IOP.

3. We already tried this, didn't work, plus Wade put a ton of work into his new legend.

6. Yes, we realize this, but not only is it so big that the chances of it being conquered immediatly by random distribution is 1 in 729. Notvery likely. Plus the continent is split in half!

Wrightfan answered you somewhat, I'll clarify a few things:
1. Yes, the mountains (textures) do make these hard to see. I'll see what I can do.
2. By empty space at the top, wrightfan, he means just that. And yes, I can change that.
3. I don't know about you, but I think the legend looks fine. And besides, like wrightfan said, the old legend just looked to small and pixelated. I think it looks way better this way. P.S.: Andy suggested clarifyng the ports in the legend, I did this seeing that I had more room in the legend.
4. An interesting thought. Does anyone else like this idea? I don't see this working myself, but it's an interesting possibility.
5. I see what you mean, but I don't really have a "pane" to move. However, I could shorten the map on the left side to make it more even.

I assume you are referring to a 3 player game. But what you also need to consider is 3 people have those same chances, so its actually 1/3 of the value you posted, or 1 in 243.
Forgive me if I made a mistake, but I think thats right.

My first post in this string but I want to say I'm looking forward to playing this map.
I voted 5-5-5 in the poll but only because I couldn't vote for Africa to get 4 as a bonus. Yes it's broken, but South Africa has only one border and that is a port. In the north there are four terriotires but only 2 on the edges with only three routes in.
Seven territories but only three are on the border and connect to only four outside territories, 2 of them ports. Africa is worth 4 armies at most, even if it will be very hard to hold (and not worth it to try for) if you don't own a space in the north and south at the beginning of the game.
Other than than this looks great!
