The phrase isn't "damp squid," there is little point in describing a squid as damp. A squid is always at least damp, unless it's been out of the water too long, in which case it'd be dead. So a "desiccated squid" would be more appropriate. It's "damp squib," a squib being a small explosive that will fail to detonate if it gets wet.
