I think this is the mechanism which is used to ensure that everyone gets the newsletter.

No, it's not, it's a relic. Under the old way we would PM the newsletter to the subscribers' list. Under the new way I only PM it to BW, he does the rest through a (mainly) automated process.

The list will eventually be abolished, it's just one of those relics that isn't doing any harm sitting in its box and there's been plenty of more important things to work on.

Ok, if it's not being used then I agree, might as well just delete it, unless there is a possibility of no longer sending out the newsletter to all members in the future.
