The different levels represent better AIs.
They don't cheat.

Why did World 2.1 disappear from the choices of maps with the bots?

I'm not sure Finzrul, other players are able to play with the bots on that map, so it may be a bug for you.

All they do is deploy troops. they never attack

The AI isn't great at all. Even Level 4 doesn't seem that smart.

or maybe they are removed world 2.1 from non premium member?

If that's the case, it seems very petty as the map was up until just two days ago.

I don't have World 2.1 either, so I'm not sure what to do here.

Based on the timing of the change, I'm guessing that when the new bots came in, World 2.1 was removed from the list of maps available to bots. Any games that got underway before that would be able to finish.... but no new ones could start after that.

As to why - I don't know.
