so since this is already in submitted what does that mean for importance of implementation? This change only requires a update that is already created for the phpBB system so will not require a lot of site specialized coding work.

It means that it is something the Suggestions Team has officially endorsed as a good idea for the admins to consider, but there are no guarantees of actual implementation. There's currently a rather long list of small things like this that we're waiting for the developers to implement, but we'll put this in their pipeline at some point in the near future.

I've always wanted this for tournaments, so that, for instance, you can ask the players to vote for their favourite setting or whatever, and it's not unduly influenced by strangers popping in who aren't in the tournament.
