Not at all like my suggestion. My suggestion is very specific and so has my follow-up reasoning. But I can see that you're still bringing your baggage to the discussion. So if you're not going to put your best foot forward then I won't be responding to you further.

We're going in circles, I give up, it's not worth my time.
I guess I consider myself a "freesytler" and I don't see a problem with it. I would expect that the only way you could do it is have the last 15 minutes or last 30 minutes of the one hour waiting period set aside for deployment. That way your move could still be limited to one hour but it would still allow you time to make your move once the waiting period ran out.
Personally I have never been affected that way in BR. I have a much bigger problem with every game being "nuclear" lately. That takes so much away from the player and the outcome is decided by the luck of the cards. But hey, thats another topic. I personally don't think any changes need to be made but wouldn't be upset if they were.
I have always viewed the delay as a way to make sure that you don't become disadvantaged because you didn't get to the game in time. If you are waiting for the game to start by having your Awaiting Games page refresh, you could be as many as 15 seconds late to the game. Having deploys start 20 seconds afterward ensures that, if you're ready to go, you won't get eliminated before you even get to the game. If you get eliminated because someone had a quicker trigger finger than you (or faster internet connection) -- well, that's freestyle.
If this were to get voted in, I would immediately look to reverse the vote. Why? because this would be like setting a 1 round parameter on a fundamental strategy that ensures a good game. Why don't we all just start the turns with 6 men then? Maybe 9 or 15 then nobody would die in the first round. What does it matter? If there is some HUGE mysterious downfall to starting with 3 troops on 1 region because you have a chance of losing immediately THEN YOU AREN'T DEPLOYING FAST ENOUGH!
This would be the equivalent to asking, in say a sequential game, "hey risk gods, can I sneak in my deployments 1 turn early so my opponent cant break my bonus?" Here is what sequential players would say to that, "bullshit, bullshit, bullshit! Why would it be fair to stop the game so he can improve his chances to win?"
What is one of the most used strategies in freestyle? Well if you are fast enough you can deploy before someone and take away their bonus. In this case, your bonus is a mediocre +3, how sad the CC world can be. And the funny thing is, I would be the first one to deploy and people were still trying to kill me. I was getting 6v6d because it was profitable even if they only won the roll 1 and 3 games and lost 25 points. If they did it 100 times they would end up with some small profit although they probably would never have a chance to win the game. If you think that you had it bad check my stats on term compared to standard. Sometimes it doesn't matter how fast you deploy. If it's the wrong setting you aren't going to win the game. You may not ever see the light of day. Point blank, there is no way to justify changing the deployment stage to avoid being hit early.
