This would play very interestingly in foggy games. As you are not leaving behind troops, the board stays foggy. Either lots of notes or snaps will need to be taken. You might be able to go back over an area you have already attacked, but trying to remember all the troops places in foggy would be fun. A one hour turn on a large map might not be long enough but that is not a downside.

The THOUGHT is very good ad well thought out.
However, In my personal opinion, it wouldn't fit the gameplay of Risk-like games.

IMHO it's time to go beyond Risk. CC origins are in Risk, and that's nothing to regret, but it's a thing of the past. In fact a few years ago it was already time to go beyond Risk...

Well, that's why I said risk-like games, as in to go further beyond just CC.

RISK Legacy uses this rule. I got some Christmas money, so I might try to talk someone else into buying that for me. They however use an empty territory rule which avoids my main problem with the suggestion (nearly unlimited troop generation). It doesn't avoid some of the other issues with the setting (completely bypassing killer neutrals or trap territories).
