With only 94 players, it wouldn't be an insanely difficult task for someone to take on the role of replacement TO. I know HA said he'd be back, but a couple Saturdays have now come and gone since his announcement. And it's been months since the last round. Didn't somebody say they tried to contact him about this?

I will keep an eye on the games and do a check early next week--if everyone has played three games I will take them down and then move onto the next round-since this is all I have I will most likely keep it going fast--no promises though--I have failed them in the past

Well, Im a lucky pumpkin. - I hadnt really any slots left when some clan events rolled around, so one of my clan mates gifted me with premium 
Excellent. - However for this tourney I started as a freemium and kind of wanted to finish as a freemium as well to compete on that branch.
Seeing as CC is taking quite a bit or at least enough of my time as is, Im thinking that it might be possible for me to remain freemium for the purposes of this tourney if I pledge to only use game slots beyond the 4th for clan games. This retains the same restrictions on me in this tourney as a freemium would have, except that I can use the generous gift to play clan tourneys and introduction games with new members.
Right now for instance, as a now premium I would be joining my third game or rather have done it some days ago, but as a hmmm retained freemium, Im waiting for one of my 4 "freemium slots" to open up to join my third game. (Which I should make as my opponent is missing turns and cant draw out the game past my second turn from now, in fact its probably over when I get my next turn).
Im wondering if that would work and be acceptable for the purposes of this tourney. - I started a freemium and was one for the first many months. Will be a freemium for the finish again if I last long enough and the tourney takes long enough

Im guessing HA decides on it with exclusive rights, but if the remaining players would be outraged by it, Im sure he would listen to that, so Ive put it here as well as to HA to give people a chance to oppose it vehemently if it deserves that. - Being part of the discussion Im finding it difficult to determine the fair and unfair aspects of it

I have been under the assumption that if you started the tourney as a freemium then you are eligible. I have said similar things before in the thread and never been contradicted.
Anything else doesn't make sense to me. I know it's just a GA medal, but I don't think CC wants to encourage anyone to remain a freemium for the 2+ years this tourney will take. Or, for another example, I'm a mod now, so I get free premium. CC's not going to give a medal that you get an edge for not being involved. Same goes for winning premium in tourneys or official events.
The only justification that I could see for awarding a medal to freemium is if this tournament took up a major portion of your available slots. But with an average of around 3 (or fewer, if you choose) games per month, I hardly think that this is a huge commitment for freemiums justifying a medal.
Besides starting and ending the tourney as a freemium, the only other alternative is to see who is a freemium at the end of the tournament, but this again rewards people who are looking at the freemium list and allowing their premium to expire if they're in contention. Aside from this being more perverse incentives (from CC's point of view), this basically just rewards someone who is lucky enough and diligent enough to figure all that out and take advantage of it.
I was a freemium at the beginning of this tournament, and I've been under the impression that I'm still in the running for that medal.

Ive had too much fun in here (though I messed up my first game and got a bit unlucky in the third this round) to complain whatever perspective comes into play
