I'm thinking you are going to need some tiebreaker criteria. Wouldn't it be possible in some rounds for there to be TWO weakest teams?

yes, since 2 groups have 5 players, I figured round 2 would be for the elimination of weakest team in 4 team groups. If there is still a tie, it will go down to who won the games between the two weakest teams.
