The rule is mostly in place to avoid the quoting of:
-Blanket PMs
-Win Conditions
The latter is the main concern because Blanket PMs are only fo VTs and are completely unused today. Quoting a win condition allows a townie to immediately clear himself with the other townspeople. Granted, it only works once, but the effect can be game-breaking. One townie could be the difference between winning and losing.
As far as faking goes, a lot of mods have a format they use for all their PMs. I shouldn't be given a free pass just because I can copy someone's formatting. In addition, I could easily get called out on it for, say, not having the right win condition, or screwing up the formatting somehow.
TL;DR: It has potential to make the game less about analysis of behavior and more about analysis of the message one gets that tells them their role.
