I figured players would rather eliminate a player from each region instead of having an odd number of players, 7, and thus having two uneven-numbered games.
But I suppose that the neutralization is silly since it will only cause anger from other players.
I don't like changing rules mid-tournament, but I am going to eliminate the whole "neutralization concept", and instead of:

The 6 players that selected the same map at the start of the tournament will be divided randomly into 2 games of 3 players each. Settings may vary based on Policy (as mentioned later in the Rules).

Following Presidential orders, all games in this round will have fog of war instead of being sunny. Note that [player]fydorm[/player] has been banned from CC and I am actively recruiting a reserve, so uk massive, Bonobo, and whakamole: please excuse the delays (You're in the same game as fydorm) as I seek a reserve.
The San Francisco region is the first region to finish their 2 games. Therefore, the winners of each game, DoomYoshi and Seamus76, are now facing in the USA West governor elections!
4 of the 5 candidates for the presidential race have now been determined, and we now only await the final governor elections from the NYC, USA New England region.
For those that lost their lives on 9/11/01, for all those heroes who sacrificed everything that day, and for all those who continue to sacrifice their lives day in day out in the name of freedom, we shall never forget.
Congratulations to Bonobo, who has won the Presidential Elections and become President after Round 2, gaining him another 2 points.

It is interesting to note that Chicago is the political powerhouse, as both Presidents, knubbel and Bonobo, have emerged from Chicago (similar to Virginia for the real U.S. since most of the first presidents emerged from Virginia).
Perhaps a statesman will upset this trend. Who knows who our next President for Round 3 will be? Let the battles begin!

Just wanted to shout out to any of y'all looking for some more tournament fun,
The annual PIG Roast that I host is desperately in need of competitors! The tourney is organized in a "king-of-the-grill" type fashion, in which a player (known as the Roaster) chooses the map and settings and the 3 "piggies" in the group must battle him in 1v1 games.
The piggies strive to escape the torturous, torrid heat of the grill (avoiding elimination), while the Roaster must be sure to defeat every opponent in the round to avoid being thrown into the inferno himself!
It's the perfect way to get ready for the approaching holiday season in which many families enjoy a luscious, moutherwateringly-savory-good roasted pig for dinner.
