you can try making the borders in fireworks if you think it's too hard in photoshop.

It depends on how your initial map is setup. On my Great Lakes map, I made each state or province a separate layer. Then applied blending options to each layer. Gave the layer an inner glow and a stroke. The inner glows for each area where changed to distinguish the different areas.
Then for the territories in each state I took a 2 pxl round brush and painted the lines on a separate layer. That way I can change the internal borders of a state and not effect the outer shape. I can post the Photoshop file if anyone would like to see it. It is sort of messy but you can poke around and get the idea.

if you don't have patience drawing some borders then don't even think about making a map. in the map making process you'll have to do countless modifications.

i got a really cool idea for a map...I have been playing with photo shop for 2 days now and its killing me!!!
For example how do you download pictures or drawings on to the first layer...I just cant seem to do it!!!
Also where does everyone get there colours and textures from!!!

1.find the image you want to use on the net
2. right click > copy image
3 click on the layer you want in photoshop
3 or create a new layer my clicking the little folded paper icon at the bottom of the layer pallete
4 press control + v
*tada*
1. find a picture
2. right click it and save it to your desktop or whatever (download it)
3. open it with photoshop
first draft how i make it:
1. remove all the waters, text, other things with a color very similair to the background
2. select the magic wand tool and click on the area you wanna get
(if you don't get the whole area try to change the numbers in the above bar or go with that color you head over the dark colors)
3. you selected the area, now make a new layer and go to that layer (don't forget too put the windows layers open, in the uppest bar by window)
4. pick a color it doesn't mind wich one and fill the selected area with it (on the new layer)
5. do that with all areas and even the sea and the unplayable land
6. go with every layer to blending options (right click on the layer in the layer window) and go to stroke, choose the thickness and the color you want
7.now you can make textures (or pattern overlay) in the blending menu
8. make bonus area's if you didn't make them already
