Yes, foeing a player will only prevent them joining you, you can still join them, and the foelist does not apply to tournament games, so any tournament game might mean you could face your foe. Foe works mainline in making the gamechat invisible of the foed player. It is quite usefull so you do not get distressed or haunted by a player, but yea, you can still join their games.
