This being the first time I've seen the map, that 2 = OOO part is rather vague. I'm pretty sure that it means I'd get a bonus of 2 for holding all 3 yin-yang territories, but the equals sign throws me off initially. If there's an established pattern or style to something, a break from that will always be confusing to the reader.
I haven't read any of the older replies yet, so I don't know if a discussion has been had about that one line. If so, I guess a consensus has been reached, and I won't argue for changing it (unless I've completely misunderstood that line, in which case I would ask for a change, because I can't think of anything other meaning for it relative to CC). I'm just pointing out that this initial uncertainty might exist for other players as well.
I really like the font and the style of the map. However, The emblem at top centre looks extremely pixelated compared to the smoothness of the rest of the map. The relatively thin lines in the emblem are probably what causes the aliasing to be so noticeable.
Also, I'm about 99% certain that it's "Jilin" and not "Jiling" (top right).

can you explain the first and second part of your post, i am not english so i don't understand what you did say there
i will change the coat of arms
you are right its jilin i will change it

Sorry, I'll try to word it better:
First of all, I want to make sure that I am correct in interpreting "2 = OOO" to mean I get 2 armies for holding those 3 territories?
The legend is set up as a list of "# Region" lines (i.e. 2 Beijing). The last line, however, uses a different style, by adding that equals sign. Mentally, a reader always automatically forms a set of expectations. In this case, he would expect that any line which looked like "# Region" indicates an army bonus. At the same time, he would expect that anything in a different format to mean something different.
Basically, I'm saying that it is not immediately clear that "2 = OOO" means the same thing as "2 Beijing" in the legend. The rest of it is just an explanation of why.

Fair enough. What if you perhaps took the title out of the flag and put it above the coat of arms which you could move down a little?

i don't like this map because it's visually unballanced.
draw an imaginary vertical line in the middle of the map. on the left you get ~5 territories and on the right you get 23. it's not anybody's fault this is china's geography but i have a problem with this.

and can someone tell me how much i need to add to the xml x and y cordinates?

on the x scale i added nothing. but you can do like i did. put the coords for large and small for one territory then test them. then tweak until they're good. then see how much you added and do the rest properly.
