Decreasing Troop Count

I used to be around, but then life kicked my ass and I was inactive for years. Now there's all these new features I've never heard of. I just started a game on the Oasis map though and I had a question.

IN that map, desert territories lose one troop per turn. If I end a turn with only one troop on the desert square, will it go back to a neutral one, or will it just stay at positive one for me?
