When you have many, many troops built up the current fortify quantity menu can be *huge* and slow down your browser as it loads. By using the picker from our scoreboard pagination, we would avoid that problem. You can type in the quantity or use the arrow buttons. Holding down an arrow button makes it go faster.
Please vote in our poll or post some feedback.

Looks like a much improved option. Even with clickies, the scroll process is slow from the mouse, at least in my experience. Maybe this would be a faster option. I like the idea of having a max and min button.

Also a clicky user, but for those who can't - I think it's a pretty good idea. I don't know if this would really matter enough, but possibly if implemented, make the other one available in the Control Panel as a setting?

I think this is actually the best suggestion. Probably the best solution is to have the box appear if any territory on the map has > 20 troops, but only remove the dropdown menu if any territory has more than, say, 100 troops.

I like the new control, especially if it speeds loading a page. It definitely needs a Min and Max button, because once I drop down the menu form, I can use the Home and End keys to get this functionality, and I think it is quite common (say, when advancing) either to send everything you have onward, or to send little or nothing to a territory which is now safe, so you have maximal troops for attacking in another direction. For the Min and Max feature, try |<< and >>| buttons for international use. Another change you might consider is using a up arrow and a down arrow on the buttons, rather than a left and a right, in case this is confusing to those whose language reads from right to left, and may see a number line as increasing to the left instead of the right. I would be surprised to find anyone who didn't see larger numbers as being above smaller ones.
It should also be noted that once the current menu has dropped, you can also use the digit keys to pick entries, but it is a little weird. In the case of 400 entries, if I press 2 repeatedly, it will select, 2, 20, 21, 22, ... 28, 29, 200, 201, ... 298, 299. Not very natural, but it can be useful. Of course the up and down arrow keys can be used to go from one dropdown menu entry to another.
I would not like to see the control switching from one form to another depending on how many troops are in play, because it would require too much mental gear shifting from turn to turn or game to game, so taken altogether, I am voting for using the new control all the time. I am in favour, though, of making this a personal choice through the Control Panel, with the existing dropdown menu as the other option.
