I am playing against these two in game Game 7209828 where they have attacked each other only to gain bonuses and forted to stop me from breaking hte opponents bonus. Currrently green is blocking me from attacking red's enormous bonus. There is no game chat in any of their games. At the very least, this is secret diplomacy in game 7209828. At the most, this is a multi account that is attempting to build up strength in one of the accounts.

Hello QH , i had a bit of a look myself and i think you could be right about a secret diplomacy or secret game alliances . Game # 7209800 has some game chat in it , seems genuine but very strange that for the amount of games they play each other that's it . Both are privates and only one of them has given the other a 5 star rating with the tags " Good Strategy " " Balanced Play" " Funny " and "Quick ". I have to agree with the last one sometimes their is only 10 seconds between turns . Lucky it's only one game your involved with them . Kind Regards BV ....
