That seems about right. Germany was easier to center than Italy.

nah, it would look weird if only one region had these "smudges". Just brighten the colour I say...
I'm actually fond of Troop Shadows---I think they add a sense of grounding and structure to the map---without 'em I feel like things often look haphazard.

Well, it might if the smudges were only under the numbers, but it might not if these irregularities appeared all over the region as a texture, and "just happened" to fall behind the troop numbers. There's no need to lighten the entire region, just enough patches to give the contrast needed for the numbers.
So now you want to cover it with blotches... sure, let's make it look like germany has chicken pox
I still think brightening the region would be the best choice. It doesn't even need to be brightened very much. Just so that the blue numbers won't look messy.

I lightened it up just a tad. Looks better in my opinion.
While you're correct in saying that you don;t need to use army circles, part of me thinks the map looks more complete with them there; you may want to compromise and have them with a very low opacity so that they're barely noticeable?
Either way, it doesn't really matter

I agree... how does that work in more than 3 player games? Will players 1-3 automatically get one of those regions? Or is it just any player will get one of those regions?
