I would say that, utilities can attack each other, connecting railroads, maybe card spaces can bombard certain marked territories that would other wise be hard to get to. Basically the idea is interesting but making it into a workable map will probably be difficult.

Not a professional map maker but I think I would agree. potential problem with this map is unilateral attacking.
i know its kind of like cricus maxvuise but i have never played that map but i like the idea!!!
That's the whole thing, even Circus Maximus allows for the potential to attack different territories not just one.The way this is designed you'd only be able to attack one territory at a time.

That helps but still unconvinced about the playability.
