Is it legal to intentionally miss 3 turns so you get kicked from a game?

Not technically, but people sometimes do it to express their displeasure. I don't think you'll get punished for it, but its generally a pretty ass-holish(is that a word?) thing to do.

Site Rules wrote:Obviously any gross abuse of the game is forbidden. This includes but is not limited to: throwing games or deliberately benefiting from thrown games, intentional deadbeating, holding players hostage, serial teammate killing, hijacking accounts, systematically "farming" new recruits.
Intentionally deadbeating out of games is considered an abuse of the game, and can bring about punishment.

Well I am in a game where the guy admitted he was going to skip turns to get out of the game.
I guess he changed his mind now because hes doing his turn now. But see what I mean http://www.conquerclub.com/game.php?game=5219653
