sailor, u're better off waiting till unit has decided which region will always start neutral and which start position regions will be paired with each other.

those pairs look good to me, and coding three pairs of two keeps the starting # of territories to 11 in 1v1 and 3p games. Seems like a good solution to the problem. =D>

I host using FileDen... it's full of annoying ads but it's free and it does the job.

have the starting neutrals and start positions been omitted from the xml file?

also check the spellings for consistency, since i can see Tles de la Madeleine and Îles de la Madeleine, as well as both Quebec and Québec. the stated dimensions of the small map (600 350) are not roughly in proportion to those of the large map (800 600).

If these are the correct images and xml , there are few things to fix.

if you guys try to scale the big images (locking proportion) the small will be 630x446px (only 2px too high ;) )
Then, looking to the xml file you have to fix dimensions
