Well as of last night I am no longer a Hooters virgin. This is how I "scored" it (out of 5, with commentary compared against Applebees for scale):
Atmosphere:
Hooters 4.5
I enjoyed walking in and being greeted with short-shorts and some jugs of love. Lots of TVs. ALWAYS something to look at.
Applebees 4
I enjoy the decor littering the walls. Some TVs.
Service:
Hooters 4.5
Drinks were always full. Check a little slow.
Applebees 4
Sometimes drinks are empty and check is slow.
Food:
Hooters 3.5
Tastey wings (though Hot was more like Mild and Mild were more like fried chicken). Limited menu. Not much of a dessert menu.
Applebees 4.5
Larger more diverse menu. Large dessert menu.
Price:
Hooters 3
At $1.10 per wing, $3 a soda, $1 side of blue cheese, $7 side of onion rings, this place is a little overpriced. Expect to pay around $30 per person.
Applebees 4
More moderately priced. Expected pay around $25 per person.
Bathrooms: A restaurant's rating should always include it's most important room.
Hooters 4
Clean, though small. Also, the door to the bathroom was in a very dangerous position and getting hit by an incoming patron is very likely.
Applebees 4.5
Clean, large, just not as good as Olive Garden's.
Intangibles:
Hooters 3.5
Waitress was hard to call over when needed (As if they built a mechanism to ignore guys with a potential to hit on them). Very limited extra conversation, seemed as if she only cared about the tip. Not thanked by staff on way out.
Applebees 4.5
Always greeted and thanked. Easier to "get to know" the server.
Totals:
Hooters 23/30 They're known for their girls and wings.
Applebees 25.5/30 NIce neighbor, nice establishment.

Um, both of those places suck.
Guys, eschew your American dependence upon chains. Support the little guy, the indie operators.
And if you're really so deprived that going to Hooters gives you a big thrill, you should spend your money and time getting a real life girlfriend.

Sorry, not all of the girlfriends out there have big breasts and wear tight short orange shorts and serve men beers. Also we don't depend on chains, they are just more convenient, cheap, and reliable. Let us know where a good small restaurant and of course we'll go. We just believe in supply, demand, and capitalism.

Re: hOOters
When I went to South Carolina, the worst thing was that all I saw to eat in was food chains - Chili's, TGI, Friendly's, Arby's, Applebees, Outback, etc etc.
I have no objection to eating in such places now and then, but I'd like not to have to. And I'd heard lots about how good southern food is, i wanted to try some.
My favourite chain restaurant when at home was the Ponderosa, an excellent and cheap steak place, but they closed it down, and most of the chain is some other part of the country.

Re: hOOters
Think Ponderosa is still in the Detroit area. Though I haven't been there in 10 years.
And I haven't seen one here in Texarkana.

Re: hOOters
There was only one in NJ, and it's gone now - sad loss. There's one in either Brooklyn or the Brons, I hear ( don't remember which). I saw one when we went to Florida, but only as we passed it.
I know I joined in the anti-chains sentiments, but these guys use top-quality steak, cook it exactly to your requirements,
and were damn cheap. In fact, it wasn't until they were gone I realized they were part of a chain.

Re: hOOters
yeah, jones is right. I concede on that point. Ponderosa is a good chain.
But honestly, Applebees? I so desperately want to post a vomit gif here...

HAHAHA you guys are too funny, but notice that Applebees had 25.5 out of 30, not a perfect 30, there is room for improvement.
I'm going to look for a Ponderosa in brooklyn, i really hope there is one. Are they all buffet style too cuz the one we had was buffet style also. You could order off a menu or from the buffet.

Southern cooking as a whole is, while better than bland northern cooking, not all that much to write home about. If you want real cooking, you come to New Orleans. This is food city and no other place in the states can come close. Let me know if you get down this way and i'll give you the lowdown on where to go.
On the subject of Hooters, i've been there twice and wasn't in the least bit impressed. The waitresses actually wore pantyhose under their short shorts. WTF?!! First of all, the guy who invented pantyhose was most definitely gay, and secondly, wearing them with short shorts is like wearing longjohns with a string bikini. I was so disgusted i couldn't eat their overpriced wings. As far as food goes it sucked, and if you go there to look at the waitresses you have a sad lonely life. I went there the first time at the request of my boss, who paid for it all, and the second time i can't even remember who brought me there. I'd never go back of my own free will.

Little Chef is my favourite chain
Re: hOOters
Why not try locally grown fresh veges, fruit, nuts, chicken (cooked in your own oven using fresh spices), and wine. If your partner is pleased with the meal, maybe you will get more than just looking at the hooters.
