If they're busted how come they're still playing ?

They will be allowed to finish all games that have already started.

Seems very lenient,given the circumstances of this game,where one player in a doubles match has already dead-beated and been kicked out.

It evens out pretty much. Half of the time, the busted players dont even bother finishing their games after they find out they have been caught. Then it becomes free points.
