I'm thinking deploy 2 on E1 to go into NA and 1 on F1, Fortify 2 each from A5 and A7 to A2 and 2 from A4 to A10. Or would it be a good idea to build A7 up? so 2 from A4 to A7 and 2 from A5 to A2?

I would not build A7 in a term game. If blue gets lucky he will own it first round

Hmm... tricky situation here. I'd say put all on A10 and give a roll on A12, lose no more than two soldiers though.
It's just that its round 5 and a card is a lot to be missing out on, especially since you don't have a set with the three you've got. If it turns out badly, two soldiers isn't too much to be worried about.
