Idea:
Create a Speed Game Area that can be accessed by officers only. This "officers' lounge" will allow public speed games to be set-up without the fear of cooks joining.
Talk to the Hand:
I know...I know...there are PRIVATE GAMES available. That's fine and dandy, but this "Officers' Lounge" concept might allow higher ranking players to post public games without the fear of losing points due to game settings.
Ratings:
The "officers' lounge" might even incorporate a ratings minimum so as to only allow ladies and gentlemen in to play (say...players with a ranking of 4.5 or higher). The potential also exists to expect a HIGHER STANDARD of conduct in the "Officers' Lounge." Expectations like no swearing, no deadbeating, and 100% of turns taken might also be an access requirement.
Why:
This will improve CC because players will have another reason to aspire to achieve a higher rank--and can join the "Officers' Lounge" to relax and play same-level/skill oponents w/o needing a password.

Re: Officers' Lounge
There is already something like this in calouts, I'll give you the standard password if you need it.
Also, there is a group called "The Officer's Mess"
Neither is much of a help for speed games, though.

i have 100%, and i know a slew (bunch) of people that maintain 100%... people that play up to 100 games at a pop, not just 4. so, his parameters are possible... however, i don't play speed games, and i can always find a good game in call outs, so i have no actual idea how much of a problem this is in speed games. however, i was just pointing out that it is possible for people to be good players and maintain a 100% rating...-0
