I believe thats how the BR system works, Staff chooses the map and settings, number of players is determined by territories
Jeff, AOR only has 6 spots, and aor 3 has 7 starts.

lol if were doing arms race we should do an aor 2 just for the fun everyone has a perfectly even 1/# of terr chance of winning then aor 3 cause it would be fun

My intention was only to have 18 starts, but it seems BR's override neutral starts. This will be intresting non the least.
